Florida Cop Accused of Ordering 17-year-old Girl to Strip as he Fondled himself

A South Florida cop is accused of pulling a lesbian couple over, taking one of them into custody and ordering her to undress as he rubbed his penis.

The incident took place Saturday after the Hialeah cop pulled the two women over without providing an explanation for the stop.

One of the women was then taken into custody for questioning.  They ended up inside an interrogation room in the police department while her partner remained outside in the parking lot.

According to WSVN:

“[He asked me] how do I have intercourse, and I told him, ‘Why do I need to answer that? Why is that necessary?’ He insisted me to answer it, so I told him how me and my partner have intercourse, which is me and my girlfriend,” the alleged victim said.
“After, he asked if I was a virgin. He asked me, if he was to test me right that moment, if I had any diseases on me.”

According to the alleged victim, who has chosen to remain anonymous, the encounter did not stop with just questions.

“He puts down his weapon belt, and he starts rubbing on his private parts, which is his [expletive], and he tells me to take off my pants. If not, I was going to be arrested,” she continued on to tell the station.

The woman explained that she was sure she was going to be arrested and followed the officer’s orders out of fear.  She said she believed that she was going to be raped.

She said when the officer brought her into the room, he told her they would be meeting with investigators, but found herself in an empty room, alone with the officer.

The woman claims that the officer asked to see her from behind, and then demanded that she take off her shirt and her bra.  The woman asked why, telling him there was no reason for her to get undressed, and she says the officer said “Oh, I thought you wanted to fuck.”

“Honestly, I thought I was going to get raped,” the complainant told the news station. “I thought he would make me sleep with him.”

Eventually, after approximately 15 minutes, the woman was released from the police station with no charges and was reunited with her girlfriend.  They believe there may be other victims out there.

The Hialeah Police Department is investigating the allegations against the officer, but has not released his name.

Sexual misconduct is the number two top complaint against law enforcement officers after brutality.

In 2013, several PINAC reporters were detained at the same station for making a public records request, but then ended up obtaining surveillance video of themselves making that request, so these recent allegations could easily be confirmed or denied by those same surveillance cameras.

Last month, we reported that a Hialeah cop was placed on paid leave after he left his two police dogs in a patrol car where they ended up dying from heat exposure.

UPDATE: The cop in question has been identified as Hialeah Police Sergeant Jesus Menocal, Jr., the son of a recently retired police chief from the Miami-Dade municipality of Sweetwater, Jesus Menocal, who was caught on video during the 1980s plotting a cocaine rip-off.

CBS Miami spoke to the younger Menocal’s grandmother, who said there was no way he would order a female to strip because he was once named “officer of the year.”

CBS Miami also spoke to the alleged victim, who has not been publicly identified, but is not being described as a 17-year-old girl.

Hialeah police have not said much about the incident other than it is still under investigation.
