NYPD Cop Arrested for Raping Girl Younger than 16 Years Old

Less than a month after two NYPD cops were accused of [__raping a handcuffed teenager,__](https://photographyisnotacrime.com/2017/09/claiming-it-was-consensual-nypd-cops-arrested-her-for-weed-forced-her-to-strip-handcuffed-her-then-raped-her/) claiming it was consensual, another NYPD cop was arrested for raping another teenage female.

But this cop video recorded his acts, which is why he is now facing 15 years in prison.

And this girl is under 16 years old while last month’s female victim is 18.

In fact, Raul Olmeda created so much evidence against himself that prosecutors are charging him with 67 counts of sex-related crimes.

Olmeda, 40, had already been stripped of his badge and gun and placed on desk duty six months ago while internal affairs investigated him for tax fraud, according to the [__New York Daily News,__ ](http://www.nydailynews.com/new-york/nyc-crime/bronx-busted-allegedly-sex-underage-hooker-article-1.3553832) who reported the girl was a prostitute.

> Born and raised in the Bronx, Olmeda has a 32-year-old fiance who has a brain tumor.
>
> Neither she nor his family were in court as he pleaded not guilty.
>
> Olmeda is due back in court Monday for a hearing because a man who offered to bail him out was identified as a co-conspirator in the tax investigation.
>
> Sources said Olmeda is believed to have filed a number of bogus tax returns and pocketed more than $200,000. The hearing is to determine if the bail money was not earned illegally.

The other two cops accused of raping a handcuffed woman whom they detained for drugs have also been placed on desk duty as they stick to their story that it was all consensual.

But it is impossible for a handcuffed woman to consent to sex with two cops in exchange for them not arresting her.

That is coercion. Intimidation. And rape. Even if they did not video record the act where it is now their word against her word.

But the New York City Police Department claims it is still “investigating” the incident, even though it’s been nearly a month.

The cops, Richard Hall and Edward Martins, detained the woman who goes by Anna Chambers on social media after pulling a car over with her and two male friends on September 15.

The cops released the men, but took her into custody, ordering her into a van where they forced her to perform oral sex on both of them. One of them also raped her.

The cops then released her where a friend found her wandering the streets, who then drove her to her mother’s house, who, in turn, drove her to a hospital where doctors examined her and found evidence of sexual assault.

The case is also being investigated by the Brooklyn District Attorney’s Office, but Chambers believes they are purposely not charging them because they are narcotics detectives who frequently team up with the district attorney’s office, her attorney, Michael David, told the [__New York Post.__](http://nypost.com/2017/10/04/nypd-detectives-accused-of-sexually-assaulting-teen-turn-over-dna-samples/)

> “They have an inherent conflict of interest in prosecuting the same cops they work with all the time,” David said.
>
> The teen told cops that one of the detectives raped her, and both forced her to give them oral sex in a police van.
>
> The detectives say it was consensual, sources say. But her lawyer said, “It can’t be consensual if she’s under arrest.”
>
> “She’s fed up they haven’t already been arrested,” David added. “It’s almost three weeks already. There’s a rape kit. What’s the holdup?”

Their photos have not been released but Chambers described one of them as a white man in his mid-forties and the other as a black man about 30 years old in a short interview with *Photography is Not a Crime.*

Support our Mission

Help us build a database of bad cops

For almost 15 years, PINAC News has remained active despite continuous efforts by the government and Big Tech to shut us down by either arresting us for lawful activity or by restricting access to our readers under the pretense that we write about “social issues.”

Since we are forbidden from discussing social issues on social media, we have created forums on our site to allow us to fulfill our mission with as little restriction as possible. We welcome our readers to join our forums and support our mission by either donating, volunteering or both.

Our plan is to build a national database of bad cops obtained from public records maintained by local prosecutors. The goal is to teach our readers how to obtain these lists to ensure we cover every city, county and state in the country.

After all, the government has made it clear it will not police the police so the role falls upon us.

It will be our most ambitious project yet but it can only be done with your help.

But if we succeed, we will be able to keep innocent people out of prison.

Please make a donation below or click on side tab to learn more about our mission.
