Texas National Guard Soldier Raped Woman at U.S.-Mexico Border, Feds Say

Police in Alpine, Texas, arrested 30-year-old Luis Carlos Ontiveros on Monday. The Texas National Guard confirmed that Ontiveros was serving in a mission launched in April 2018 following President Donald Trump’s call for the National Guard to go to the border.

According to an affidavit, the woman told police she had been drinking and Ontiveros offered to take her back to her motel room. The woman alleged that Ontiveros started kissing her, then removed her clothes and touched her.

The Army Times reports the woman fled after Ontiveros told her he would perform oral sex. The woman claims that Ontiveros tried to rape her.

Upon the woman reporting the encounter to police, authorities then arrested Ontiveros.

The Texas National Guard said it would cooperate with authorities. The Guard would not confirm whether Ontiveros had been suspended or how long he had served in the Guard. Ontiveros was released Tuesday on $20,000 bond.

Ontiveros is the second guardsman in Texas known to have been arrested since the Guard was sent to the border.

Edwin Baez, 20, was charged in August 2018 with stealing 1.5 kilograms of methamphetamine that was seized by border patrol.

About 1,000 National Guard members in Texas are currently serving at the U.S.-Mexico border. Arizona, California, and New Mexico also sent Guard members to their borders with Mexico.
