A Kentucky cop was caught on video repeatedly punching a man in the face while ordering him to “turn over!”.
The only problem was, the unidentified Louisville police officer was making it impossible for him to turn over by planting his knee and full body weight on the man.
Louisville police say Foussene Pemba had been “harassing people” in a parking garage of an office building Tuesday morning.
The video recorded by a bystander begins after police have taken Pemba to the ground and are trying to handcuff him.
The video shows two officers on top of Pemba who is laying on his back when he appears to strike the cop in the face with his fist which is when the cop unleashes a flurry of punches to his face while ordering him to turn over.

According to an arrest report, officers were called to the parking garage at the PNC Tower in downtown Louisville, just before 9:45 a.m. Tuesday, after someone reported that a man was harassing people and causing a disturbance.
When officers arrived, they say they found security holding 29-year-old Foussene Pemba in a bear hug. Police say security employees told them they tried to escort Pemba off the property, but he became combative and they were unable to remove him.
Police say they tried to put Pemba in handcuffs, but he put his hands in front of his waist and “refused to follow instructions to put his hands behind his back.” According to the arrest report, officers then took Pemba to the ground, where he continued to fight for about one minute.
Police say they then tried to tase Pemba when he refused to follow directions.
At that point, police say Pemba hit one of the officers in the face, cutting him over his left eye. That officer then hit Pemba with an “…empty hand to attempt to gain compliance.” Pemba was eventually handcuffed and “hobbled.”
Pemba was charged with two counts of assault on a police officer, one count of resisting arrest, one count of disorderly conduct and two counts of criminal trespass. He’s being held on a $5,000 cash bond.
The police report also accuses Pemba of biting two cops, including one whose penis he grabbed, but that is not evident in the video. The Louisville Police Department said it is investigating.
